KDE (K Desktop Environment) is a free desktop environment and development platform built with Trolltech's Qt toolkit.
The "K" originally stood for "Kool" (as the "C" as in "cool" was already used in the acronym for the Common Desktop Environment), but was changed soon after to stand simply for "K", which is "the first letter before 'L' (which stands for Linux) in the Latin alphabet."
KDE was founded in 1996 by Matthias Ettrich, who was then a student at the University of Tübingen.

KDE is really not a window manager, nor a widget set; it's what it says it is: a desktop environment (some call it a desktop manager).
KDE provides a complete desktop environment, including a file manager, a window manager, a help system, a configuration system, uncountable tools and utilities, and an ever increasing number of applications, including but not limited to mail and news clients, drawing programs, a postscript and a dvi viewer and so forth.
KDE was built with, and requires, 'Qt' (KDE 1.1 requires Qt 1.42), a toolkit that some users find suspicious on account of its "commercialability." The fear had been that someday the developers of Qt would use their "ambiguous" license as a long arm into your pockets.

The KDE team doesn't bother to hide the fact that they've chosen what they think are the best aspects of GUIs the world-over and compiled them into one environment.
KDE is, without a doubt, more "Windows-ish" than anything else (at least when you are referring to the default setup).
KDE's link-templates allow you to make shortcuts that are more than just links to files, directories, etc. To the right, you can see my CD-ROM and floppy icons, both of which I configured to have a little green square next to 'em when mounted.
