KPS Gill is an amazing leader - but note that he was a commissioner of police, and believed that he was basically doing his job.
Also, as much as I admire KPS Gill, he often used extra-judicial measures to win the war against terror in Punjab, and must have killed a number of innocents as well, but not intentionally, and in small numbers.

Gill addresses the contentious issues of the 1984 Operation Bluestar (for which he blames Indira Gandhi, rather than the Army), and the anti-Sikh riots in New Delhi instigated by members of Indira Gandhi’s Congress (I) party upon her assassination by a vengeful Sikh bodyguard later that year.
Gill is careful to stress the paramount importance role of public disenchantment with the forces of Khalistan in turning the tide.
Gill tacitly admits that the Punjab crisis could have continued for much longer if the separatists and their political fronts had not made the strategic error of boycotting the 1991 elections - a decision in which neither Gill nor the security forces played any part in.

It is unfortunate that the services of some of the great players were not utilised to train youngsters when they were in a position to do so and that is one of the reaons why Indian hockey went into decline, which started from the late fifties.

The point is that there is none around who is willing to bell the cat and as long as the situation remains so, KPS Gill will continue to rule (there is no better word) with all the authority but minus the responsibility, and yes, with an iron hand.
