The new KRCA was founded and incorporated in 1998 when the former Kentucky Roofing Contractors Association merged with the Greater Louisville Roofing Contractors Association and the Central Kentucky Roofing Contractors Association.
The KRCA serves the entire state of Kentucky as well as southern Indiana.
The KRCA is a member of and works closely with the Better Business Bureau and is an affiliate of the National Roofing Contractors Association.

KRCA also believes that since the must-carry quota is based on the number of activated channels, and since Dimension admits that its system has 56 channels engineered at its headend, Dimension's must-carry quota consists of 19 rather than 13 channels.
KRCA, however, is outside of Dimension's must-carry obligations on the 40 channel segment, thus we have no basis for mandating its carriage on this portion of the system.
Simply because KRCA could have been carried pursuant to must-carry on the 40 channel portion is no reason for us to expand the obligations of the older segment of the system where all the must-carry slots have been taken.

First, with respect to historic carriage, Paragon states that it had never carried KRCA on its system prior to the 1993 reintroduction of must carry, although it is currently carrying KRCA in portions of the system, and plans to add KRCA to its remaining territory, as it completes its system rebuild, by 1996.
It also states that KRCA's programming is not directed to local coverage of its Orange County System's communities because it is almost entirely non-English (approximately 95% is Asian language programming) and is "foreign" in origin, which has appeal to only a minority of local viewers.
With regard to the content of KRCA's programming we agree with Fouce that "foreign" programming is not incompatible with local appeal, as such programming is of interest to a significant number of Asian viewers in Orange County who have strong family, business, social, language and personal ties to those countries.
