  Twin Cities Public Television - Wikipedia, the free encyclopedia
Twin Cities Public Television (TPT) is the organization that operates the KTCA and KTCI television stations in Minneapolis-St. Paul, Minnesota.
In 1967, KTCA became the first educational station in the United States to broadcast in color.
KTCA and KTCI are broadcast from the KMSP Tower in Shoreview, Minnesota.

 MPR: The Mailing List Debate Reaches Minnesota
Minnesota's two largest public broadcasters, Minnesota Public Radio and KTCA Television, have traded their lists with other non-profit organizations, and MPR acknowledged that on one occasion, in 1995, it traded donor names with the Democratic National Committee.
KTCA Vice President of Development and Communications Glen Fisher says KTCA has not exchanged lists with any political parties or campaigns but the station did buy lists from political groups afiliated with parties on both sides of the political aisle.
Representatives from Both KTCA and MPR say members can request their name and address not be traded and that those requests will be honored.

Seltzer pointed out the difficulty for a reporter in trying to build a trusting relationship with a source and then undercutting that trust by acknowledging that they may not be able to keep their word and that a story might change.
The Council chose to consider whether KTCA violated an understanding with a news source, a complaint that did not reach the level of unethical conduct, but was unfair.

Generally, the KTCA imposes liability on a governmental entity for damages caused by the negligent or wrongful acts or omissions of its employees while acting within the scope of their employment under the same circumstances that a private person would be liable.
In case of a lawsuit against a governmental entity, and upon sufficient request, the KTCA provides for representation by the Attorney General's office and payment of any ensuing settlement or judgment for damages caused by such acts or omissions of any employee of a governmental entity while acting with the scope of employment.
In that case, the Court determined that for purposes of the KTCA, members of a private organization assisting a city in carrying out a public purpose were considered employees of the city.

Pew Center funds supported the use of videoconferencing technology that allowed KTCA to originate broadcasts from new and unconventional locations and to connect citizens from far-flung parts of the large, rural state.
The first broadcast to use the new technology, in January 1999, linked newly elected Gov. Jesse Ventura, in the KTCA studios in St. Paul, with citizens in Bemidji, Mankato, Duluth, Windom and Minneapolis for a discussion of his new tax policies.
The technology was also used to link citizens from a Minneapolis soul food restaurant, Lucille's Kitchen, with white residents of a depressed farming community for a series of riveting discussions about their similarities and differences.

 TPT Productions: Dakota Exile
Among his most recent projects is Music from "The Native Americans" featuring Robbie Robertson and the Red Road, highlighting songs from the Robertson-scored soundtrack to the televison documentary chronicling the history of the Native Americans.
It became KTCA's most highly rated documentary and was picked up by PBS for national broadcast in May of 1993.
Darren Renville is a Dakota/Assiniboine/Gros Ventre writer who currently works for the Institute for Dakota Studies at the Sisseton Wahpeton Community College, where he teaches a class focusing on Native American imagery in literature and film.

Exactly 42 years after Twin Cities Public Television aired its first broadcast, University of Minnesota President Mark Yudof will be among the guests for KTCA's first digital broadcast to be aired 7:30 p.m.
The university has already provided programming for KTCA such as "Literature and Life: The Givens Collection," which had a companion Web site (http://www.ktca.org/litandlife) viewers could visit to further explore the show's lessons in African-American literature.
Because of Yudof's initiatives in the area of digital technology, the university is positioned to continue to provide research and graduates in this communication field.

Last I knew KTCA was physically located in St. Paul, as well as being able to be received there on televisions.
I was also always under the impression that the "TC" in KTCA stood for "Twin Cities." I guess being taped in St. Paul isn't quite enough to ensure its reception there, huh?

PBS does not regularly provide free use of facilities to produce programming.
A PBS program called Mental Engineering started at the public access channel of Saint Paul, Minnesota, was picked up by KTCA, and had an episode broadcast across the U.S. after Super Bowl XXXVI in 2002.
MCAM TV-23 Manchester, New Hampshire has some of their programming available for download over the internet, allowing their community producers world-wide distribution from their public access station.
