The Kabaka is the title of the King of Buganda.
Upon the birth of a royal prince or princess, the Royal Drums are sound by specially nominated drummers (by birth) from a specified clan, as a means of informing the subjects of the Kingdom, of the birth of new member of the royal family.
Muwenda Mutebi II, 1993-present (on 4th April 1971, Prince Ronald Mutebi II succeeded the Royal Throne of Buganda Kingdom after the burial of his late father Sir Edward Muteesa II in the Royal Tombs of Kasubi and attained the Kingdom's official title - Ssabataka.

Government as Kabaka of Buganda he shall enter into a Solemn Undertaking in accordance with the provisions of the Constitution set out the First Schedule to this Agreement; and so long as he observes the terms of the said Solemn Undertaking, Her Majesty’s Government agrees to recognise him as Ruler of Buganda.

Historically, Buganda Kabaka's have always built their palaces on startegic hills inorder to find easy ways to escape during an invasion and to control the major roads to the palace.
The palace was built by Kabaka Mutesa 1 in 1882 and according to culture, each king was supposed to be buried at a separate site when he died and a royal shrine to house his jawbone which was believed to contain his spirit was to be established at another site.
Infront of the curtain, there are raised platforms corresponding to the position of each kabakas tomb behind the curtain.Entrance to the "Secret forest" is anly limited to the widows of the Kabakas, the the royal family, the Buganda Prime-minister (katikkiro) and the Nalinya(kabakas official sister).

It is not good for the institution of Kabaka and Buganda as a society to bring the institution into active politics.
It will not be prudent for the Kabaka of Buganda to appoint the Katikkiro in the multiparty system as the people will always trace the appointed Katikkiro back to his party and members of other parties will feel left out and may reject the appointed Katikkiro.
Since the 1900 agreement it was agreed that the Katikkiro of Buganda be elected by Lukiiko and the name be forwarded to the Kabaka for approval and acceptance.

Finally, in view of the Kabaka's role as the supreme authority in Buganda, it is imperative that the monarch's office continues to be perceived by future generations as vital to Buganda's prosperity and advancement beyond the cultural sphere.
Such a role for the Kabaka would accomplish two objectives: first, it would remind policy makers and politicians in Buganda of his central role; second, it would assure the people resident in Buganda that the Kabaka is aware of issues of concern to them and has staff engaged in helping devise solutions to them.

 The Buganda Constitution, 1962
Provided that where the resignation is tendered in accordance with the provisions of article 7 of this Constitution, the Kabaka shall not accept the resignation until the Katikkiro-designate submits to him the names of persons selected for the ministerial offices in accordance with article 9 (6) of this Constitution.
(1) The Kabaka's Council of Ministers as a whole shall be charged with the conduct of the Kabaka's Government, and each Minister shall be individually responsible for such departments of the Kabaka's Government as may be placed in his charge.

Originally built in 1882 as the palace of the Kabakas (kings) of Buganda, it was converted to house their royal tombs in 1884.
