The Department of Trade and Industry, Provincial Office of Apayao was established with the separation of the Province of Kalinga and Apayao as authorized under Republic Act No. 7878 dated February 14, 1995 with the office originally located at Pudtol, Apayao.
It was later on transferred to Kabugao, Apayao (the capitol site) on February 12, 1996 in compliance with a memorandum issued by the provincial local officials that all provincial offices should stay at the capitol center.
Since most of the agency’s clientele are from the lower Apayao area, the office was again transferred to Luna, Apayao.

 Sun.Star Baguio - Apayao judge murdered
CAMP DANGWA, BENGUET -- A prominent municipal circuit trial judge in Apayao province was gunned down point blank by still unidentified assassins in front of his house in Kabugao town, Apayao, Saturday night, police reported Sunday.
Senior Supt. Rodolfo Anagaran, Apayao PNP office chief, already ordered a 24-hour manhunt operation against the assassins and asked his men to also set up checkpoints in all possible escape routes of the perpetrators, reports said.
Apayao province, which is a 12-hour drive from Baguio, is considered one of the most peaceful provinces in the Cordilleras due to lesser number of crimes committed.

The province of Kalinga-Apayao was divided into two provinces; Province of Apayao and the province of Kalinga are both in located in the northernmost Cordillera region in the island of Luzon.
Apayao descends eastward to Cagayan Valley, interlocking wide tracts of flat lands and floodplains among its main rivers: Abulug, Talibago, Matalak and Sinundungan.
The Apayaos is known as Isnegs in other provinces, get their name from the river where they get their food.

An aide of Gov. Elias K. Bulut of Apayao told The Manila Times that the suspected me­ningo­coccemia case involved a female high-school junior who was admitted to the APH after her relatives reported that she suffered meningococcemia symptoms, like headache, colds, fever and general body malaise.
According to James Gullayon, the governor’s aide, the girl is a niece of a certain Carlita Labang, who is suspected of having died of meningococcemia in Baguio a few days after she left Kabu­gao, Apayao.
Based on initial information, Labang went to Kabugao, Apa­yao for a vacation, and the death of their relative a few days after she went back to Baguio has scared them, especially after the young girl started to get sick.

The audit covered the financial transactions and operations of the Provincial Government of Apayao for the calendar year 1999 and a part of year 1998.
The objectives of the audit were to ascertain the fairness and reliability of the agency’s financial position and results of operations and to determine the propriety and validity of disbursements.
The audit disclosed that out of the ten (12) audit recommendations embodied in the 1998 Annual Audit Report, two (4) were fully implemented, seven (2) were partially implemented and the other one (6) was not fully implemented.

Twenty days after the judge was gunned down at pointblank range outside his house in Kabugao town, Apayao, the police have not yet arrested any suspects.
Calixto, on the other hand, claimed that the Apayao police might be maintaining a low-publicity probe apparently to make sure that its on-going investigation would not be jeopardized.
One of the angles being probed was the reported long-time legal conflict between Biden and the Tapirus of Kabugao, which started when the judge allegedly caused the arbitrary detention of Richard Tapiru, who belongs to a prominent family.

Apayao Province, Nov. 11, 2000 ABS-CBN reports that eleven schoolchildren are missing and three more were injured when a landslide occurred in Barangay Tuyangan, Kabugao in Apayao on Wednesday at 4 p.m.
In a report submitted by the Cordillera Regional Disaster Coordinating Council (RDCC), the landslide was caused by the erosion of land in two adjacent mountains in Kabugao.
Many of the victims are believed to be elementary school pupils who were on their way home when the incident happened.

Since respondent's, son is not in Kabugao but in Tuguegarao, Cagayan, the warrant was returned to the court unexecuted by the reason that respondent's son could not be located in Poblacion, Kabugao.
