Kabylie - Wikipedia, the free encyclopedia
Kabylie or Kabylia is a mountainous area in the north of Algeria.
During the war of independence(1954-1962), Kabylie was one of the areas that was most affected, because of the importance of the maquis (aided by the mountainous terrain) and French repression.
The MAK (Movement for the Autonomy of Kabylie) also emerged during the Black Spring, and is a political association that militates for the autonomy of Kabylie.

Although the Government recognized the Amazigh language as a national language, Kabylie ethnic, cultural, and linguistic rights were the objects of demonstrations and riots in the spring of 2001 and remained an undercurrent of the political scene throughout the year, particularly during protests surrounding the parliamentary and local elections.
Wide-spread protest throughout the Kabylie region during July and August forced 21 gendarmerie brigades to withdraw after a young man was killed when shot in the head by a plastic bullet during riots in Chemini, Bejaia.
The Kabylie region launched a sometimes violently enforced boycott to protest the lack of transparency, increased corruption, and overt discrimination against Amazigh parties and candidates, successfully limiting the vote to 15 percent in some regions and 7 percent in Tizi Ouzou.

We are writing you on the occasion of the first anniversary of the outbreak of unrest in the Kabylie region to express concern that your pledge to bring to justice abusive members of the security forces has not been fulfilled.
The perception that the gendarmes can kill and pillage with impunity is one of the grievances fueling the protests, which have intensified during the past five weeks.
In the past we wrote you that security force members appeared to enjoy impunity for acts of torture, “disappearance,” and summary executions carried out in the context of the “anti-terrorist struggle.” We noted also that official claims of security force members being brought to justice were never accompanied by verifiable details.

The latest round of troubles resembles the earlier ones in April: both in the Greater Kabylie, centered on Tizi-Ouzo, and the Lesser Kabylie, centered on Béjaïa, mass demonstrations protesting the Gendarmerie and demanding greater Berber language rights have been met by tear gas or stronger measures from the Gendarmeries, and degenerated into rioting and burning.
Protestors have blocked roads in the mountainous Kabylie, thrown molotov cocktails at shops, burned cars, and otherwise created havoc in response to the police crackdowns; in one case three policemen were reportedly nearly lynched.
The two leading political movements in the Kabylie, Sa‘id Sa‘di's Rally for Culture and Democracy (RCD) and Hoçine Aït Ahmed's Socialist Forces Front (FFS) have supported the demonstrations but called for nonviolence; neither seems able fully to control events, and village and tribal groupings seem to be in control of the demonstrations by some reports.
