Kagoshima is a small city on the southern tip of the island of Kyushu.
A good place to view the volcano is from Yoshino Koen, a vast public (free!) park on a plateau overlooking Kagoshima Bay.
It is actually possible to walk from Yoshino Koen to Iso Tei-en, a nice garden near sea level, but it is not for the faint-of-heart since it involves walking on a narrow, busy highway with no sidewalk.
