Perhaps it's because Opaka is for all intents and purposes dead and therefore beyond justice, or perhaps it's because Opaka was so irreproachable in all other ways that Kira found it easier to forgive her.

I'm pissed off that we only saw Kai Opaka once after she crash landed on that planet in the Gamma Quadrant.
I was also disappointed that kai Opaka didn't come back either.
