The wild horse management plan published by the Department of Conservation suggests that 50% of foals die in their first year of life and that there is a significant rate of abortion and/or mortality soon after birth (Department of Conservation 1995).
The rate of foal survival among the Kaimanawa herd is lower than that of other wild horse herds, but it is not clear why this is the case (Franklin, 1995).
It is, however, entirely consistent with the published data (Balcomb et al., 1983; Hornshaw et at, 1986; Smith et at, 1977; Smith & Grosch, 1976; Sullivan et at, 1979; Twigg et al., 1988) that the low rate of foal survival could be attributable to the application of 1080 within their range.

The Department of Conservation currently holds an annual muster of Kaimanawa horses to maintain numbers in the wild at a manageable level, and captured horses are made available for domestication.
A 'Kaimanawa Consortium', which includes representatives of these groups, plus bodies such as the SPCA (Society for the Prevention of Cruelty to Animals) and local iwi (Maori people), has also been formed to communicate support for the welfare of the horses to the New Zealand Government.
