		On the other hand the Kaiserreich did guarantee freedom of press, security of property and it managed to establish a system of public welfare based on compulsory insurance, which survived two World Wars and in its core survives still today.
		And the time of the Kaiserreich is well remembered in Germany as a period, when academic research and university life flourished as well as arts and literature.
