Kalaeloa is the modern name given to the former Barbers Point Naval Air Station after the military base was listed for closing in 1993 and subsequently transferred to the State of Hawaii.
In 1993 the state legislature established the Barbers Point Naval Air Station Redevelopment Commission (BPNAS-RC) to guide the redevelopment of the former military facilities comprising an airfield and 3700 acres (15 km²) of land along the south shore of O'ahu between the towns of ‘Ewa, Kapolei, and Campbell Industrial Park.
Barbers Point Housing is that part of Kalaeloa retained temporarily by the U.S. Navy for housing.

Kalaeloa Airport is part of a centralized state structure governing all of the airports and seaports of Hawai'i.

I think from an infrastructure perspective the parallels are there, because what Kalaeloa needs most right now is a determination of how it could be an economic engine for Leeward and Central O'ahu, and then what type of infrastructure investment needs to be laid in order to turn that into a reality.
Of course Kalaeloa today is not as developed as Kaka'ako was 28 years ago, but from the perspective of infrastructure and the need to invest — that need to set the stage — the parallels are somewhat similar.
By encouraging business and new business opportunities, we're helping position Hawai'i as a place to do business, and that's going to benefit the state tremendously as we kind of diversify it as simply being known as a leisure destination.
