The hills are, therefore, forested and green - indeed, 40 per cent of the area of Kalahandi is under the control of the State - while much of the plains area is relatively barren.
As with Kalahandi, so is elsewhere: the really hungry areas of India are the remote, adivasi areas, areas marred not by development but by the lack of development.

Perhaps, this is not true in case of Kalahandi district of Orissa--one of the poorest, most underdeveloped districts of India despite nature’s generosity.
The PDS has crossed 62 years of working as a public policy in a welfare state like India but nevertheless the problem of hunger, starvation, malnutrition, poverty and food security of the poor and vulnerable sections of the society by cheap food is in question.

The focus of the study is on reported instances of 'starvation deaths' in the tribal-dominated and drought-prone Kalahandi district of Orissa, which over the past couple of decades has achieved notoriety as the "starvation capital" of India.
The purpose is not to undertake a detailed discussion of the Purulia case but to briefly examine the severe drought that affected Purulia in 1998 and subsequent government action that prevented starvation deaths.
In the penultimate chapter of the thesis, I summarise the arguments on Kalahandi presented under each of the three preceding parts and arrive at some generalisations on the relationship between democracy, public action and the prevention of starvation deaths.

In addition to the role of political parties and a free press that Sen emphasises, I argue that it is also important to study the interaction and relations between a whole set of democratic actors and institutions in India including the judiciary, the bureaucracy, political parties, Panchayati Raj and the legislature.
Given this relative invisibility, chronic malnutrition and severe undernutrition causing starvation deaths is not recognised as a major crisis warranting the same kind of response that is reserved for famine.
The comparison between Kalahandi and Purulia districts shows that there are differences even within India’s democratic political system in terms of the ability to prevent starvation deaths.
