  BIOSTAT REPORTS SERIES: VOLUME 2
This report describes briefly the trip which was made to Kalangala with the specific objectives to brief the Regional Fisheries Officer and his survey team on the methodology and procedures of the frame survey and to get it started.
The team left Entebbe pier in the late morning hours of 16th and arrived at Kalangala Lutoboka pier late in the evening after a rough lake ride.
Kalangala Fisheries Office is one of the oldest administrative set-ups in the place.

The south west group is home to Buggala, site of the islands' main town, Kalangala, home to the district headquarters, while other islands include Bubeke, Bufumira, Bugaba, Bukasa, Buyova, Funve and Serinya.
The main islands in the north east group are Damba, Kkome and Luwaji.

Kalangala District Farmers’ Association, here in referred to as KDFA, is a membership based Non-government, non-sectarian and non-profit making farmers’ organisation, which seeks to be self reliant and sustainable in Kalangala district.
The organisation’s secretariat, is situated in Kalangala Town Council, plot 69 Kalangala Road.
It was introduced in Kalangala, and to KDFA particularly, to improve farmers’ access to climatic and weather information that serves as a guide for them to make informed decisions about when to carry out farm operations.

The fishing community in Kalangala district has asked the Ugandan government to increase the number of banks in the area to provide a wide range of banking options.
Kalangala district is made up of 84 islands on Lake Victoria and has only Stanbic Bank based at the district headquarters on Buggala islands.
The deputy team leader of Stanbic Bank for Kalangala branch, Mr James Kiwanuka, said fewer than half of the islanders deposit their money in the bank.

Lutoboka point, the largest breeding colony known in Uganda, is found near Kalangala town in Lutoboka forest on the shores of the lake.
The IBA Inventory Team also visited some forests on Lugala islands and a few selected sites on its shoreline near Kalangala Township and Banga rocks at the end of Lugala Island (the biggest of the Ssese Islands).
Kalangala is believed to be the main source of illegally exported Grey Parrots from Uganda.

The MV Kalangala has commenced daily services to the Ssese Islands.
The vessel departs from Nakiwogo just outside Entebbe International Airport at 14.00hrs local time, landing at Lutoboka in Kalangala at 17.00 where it overnights.
Visitors then have to take the 40-minute drive that mostly goes through tropical rain forest, to the administrative center and accommodation facilities on the isles.

Indeed the ratio of women to men on Kalangala island runs as low as one to five, so most tend to have sexual relationships with several men despite the high risk of contracting the HIV virus that causes Aids.
It is suspected to be high because of the high levels of sexually transmitted infections (STIs) reported at Kalangala Health Centre IV.

Bidco's $160 million investment in Uganda involves oil palm plantation development in Kalangala district and the Jinja oil complex with an edible oil fractionating and refining plant, a soap making and plastics producing factories.
Daniel Kikoola, the chairman of Kalangala district, said the outgrowers' scheme of the project has 3,000 farmers with 900 hectares.
However, Bidco officials are said to be unhappy with the slow pace at which the government is handing over the land to them, saying they have received invitations in other African countries like Tanzania, Zambia, Nigeria and Ghana to start palm oil plantations.

On the 18th February 2006 the Uganda Government commenced operations of the MV Kalangala a large vessel constructed at Port Bell.
From the ferry disembarkation at Luku it is a further 32 kms to Kalangala village.
There is a post office in Kalangala but you would be advised to keep anything you may wish to post until getting back to the mainland or better still post in the main Kampala Post Office.

When BIDCO officials were here in February, they asked for another 20,000 hectares and government has agreed to avail the balance in one year's time, he added.
Bwire also said that in addition to the Kalangala project, BIDCO has plans to put up a refinery plant in Jinja.
He said that UIA identified some 50 acres land near Masese and BIDCO has held meetings with Jinja Municipal authorities, adding that they expect the refinery to be up and running by February next year.

Its long term objective is to produce 130 tonnes of oil for local consumption, export and well as developing infrastructure in Kalangala district like 2 mega watts of thermal power, schools, hospitals and feeder road networks.
The Vice President advised the leaders of Kalangala not to waste time seeking government’s intervention for power but work with BIDCO management which is set to produce power for three quarters of the district and use the budgeted funds on other development programmes.

The timetable and operational details of the Kalangala ferry are ready and will be published soon, the director of transport in the works ministry, Grace Itaazi, has said.

On the 14th July 2005 Lake Rescue provided safety cover and support boat services to Damen Shipyards and Kamanga Ferry Ltd during the launching of the new Ssese Islands ferry, the MV Kalangala on behalf of the Ministry of Public Works.
Due to commissioning restrictions and therefore unable to be operated under her own power yet, the Kalangala was towed out into deep water still on her floating dock by the Uganda Railways ferry the MV Pamba, the dock submerged and the MV Kalangala floated.
The 400 tones RORO and passenger vessel, the first to be built in Uganda in several decades, was then towed back to Port Bell by Lake Rescue craft and safely moored alongside.

According to Uganda Bureau of Statistics Statistical Abstract 2004, Kalangala District comprises 9,068.3 sqkm, out of which 8,600 sqkm are open water, 0.3sqkm permanent wetlands and 468sqkm land.
If 200sqkm are made into plantations, it means that 42.74% of the islands will be used for this purpose, while 57.26% will remain for the islanders and whatever wildlife that will survive.
The Kalangala oil palm project is of such a magnitude that I assume the EIA must comprise several volumes dealing with various effects on a great number of environmental topics.

In the first government-funded water project, the townships of Bombo, Nakasongola and Kalangala will soon have access to clean water.
The government is investing UGS 3.4 billion (EUR 1.93 million) to extend and improve the water supply in the three towns.
UGS 1.2 billion (EUR 680,000) is being spent on the Nakasongola water project, UGS 796 million (EUR 450,000) on a similar project in Kalangala, while the one for Bombo is costing UGS 1.5 billion (EUR 850,000).

Kampala Parents' School organized a teachers' seminar for 2 teachers from each of the primary pilot schools in May.  The seminar addressed methods, materials and remedial teaching.
With a grant from the Preston Fund (at the Global Fund for Women), FAWEU provided an incentive grant to teachers in the pilot schools in Nebbi and Kalangala districts, whose parents were not able to supplement government salaries to a living wage.
This was done after consultation with parents to continue with the support, especially with increased income generation in partnership with relevant NGOs.

Since 18 February 2006 the newly build mv 'Kalangala' is plying between Entebbe and Kalangala
There is a direct 'Costa' bus from Kampala to Kalangala.
The ferry goes four times a day, around 8.00, 11.00, 14.00 and 16.30 from Bukakata and returns one hour later from Bugoma except from Sunday when there are only three crossings, around 12.00, 14.30 and 17.00, also returning one hour later.

Uganda has blasted the government for stifling emerging opposition parties ahead of presidential elections scheduled for 2006.
In a sermon at Bugoma landing site in Kalangala on 15 February the bishop noted it was dangerous for the government to hinder the opposition at the same time as President Yoweri Museveni has launched a campaign programme to extend his presidential term limit.
