The Kalinga of Pliny certainly included Orissa, but latterly it seems to have been confined to the Telugu-speaking country; and in the time of Hsiian Tsang (630 A.D.) it was distinguished on the south and west from Andhra, and on the north from Odra or Orissa.
Taranatha, the Tibetan historian, speaks of Kalinga as one division of the country of Telinga.
Both these towns, as well as Singapur, Calingapatam and Chicacole, share the honor of having been the chief cities of Kalinga at different periods; but inscriptions recently deciphered seem to prove that the capital of the Ganga dynasty of Kalinga was at Mukhalingam in the Ganjam district.

Prior to 1995, Kalinga and Apayao used to be a single province named Kalinga-Apayao, until they were split into two to better service the needs of individual native tribes in the provinces.
It is said that in the Ibanag and Gaddang languages, Kalinga comes from the common noun “kalinga” which means “enemy”, “fighter”, or “headhunter”.
The inhabitants of Cagayan and Isabela considered the Kalinga as enemies since they conducted headhunting attacks on Ibanag and Gaddang territories.

Megasthenes mentions Kalinga as land of a widely diffused race', who were inhabiting all along the eastern coast upto the delta of the Ganges, but afterwards their kingdom was restricted to southern Orissa.
The Purana literature says that the Kalingas were dwelling in the southern region along with the Navarastras, Mahiskas, etc. Elsewhere it has been stated that Kalinga was extended as far as up to Amarakantaka hill in the west, where the river Narmada drained its western portion.
The distinguished Kalinga kingdom which was clearly evident during the invasion of Maharaja Samudragupta in or about 350 A.D., when we find several principalities such as Kurala, Pistapura, Giri-Kosturala, Erandapalli, Avamukta, Palakha, Devarastra, Kusathalpura etc. seems to have been integrated during Maharaja Umavaraman of the Mathara dynasty, who in turn assumed the title of Kalingadhipati.
