Ronald Labelle, the commissioner-to-be of the department (comprised of the former water and wastewater departments and the environmental division of the public works department), told city councilors Monday night that he expects early retirements to account for a significant portion of the reductions.
The department expects to lose roughly $500,000 in state debt service assistance and roughly $700,000 in reduced interest revenue because rates have fallen, he said.
The administration had earlier described as inaccurate an internal Water Department memo leaked to The Standard-Times that proposed 36 cuts from the old departments to the new one.

Heroin that sold for $3,000-$5,000 per ounce in March 1999 cost only $2,500-$3,100 in September of that year; today, glassine bags that typically contain one user dose of heroin sell today for $4-$30, depending on the purity of the heroin, according to NDIC availability reports.

The New Bedford Police Department (NBPD) has been operating without a contract for several years now (in fact the Fire Department and the Teacher’s Union are in the same situations, but that is another story).
The Mayor and the NBPD cannot agree with a contract that is mutually beneficial to the Police, and the bottom line of the cities budget.

According to Kalisz, suspect parcels were also found on Wednesday, at the mainline train stations in Gdansk, Gdynia and Sopot, on the Baltic coast.
Two suspects were detained on Thursday in Warsaw but were not positively identified by witnesses who said they saw the parcels being laid around the capital, including at strategic points such as the Charles de Gaulle and United Nations roundabouts, which lie on a main avenue that cuts through the city.
Kalisz called on Poles to be vigilant and contact the police if they spotted any more suspect parcels.
