A kangaroo court is a 'judicial' proceeding that denies proper procedure in the name of expediency; a fraudulent or unjust trial where the decision has essentially been made in advance, usually for the purpose of providing a conviction, either going through the motions of manipulated procedure or allowing no defence at all.
A kangaroo court may be a court that has had its integrity compromised; for example, if the judge is not impartial and refuses to be recused.
Kangaroo court is also used as a derogatory term to describe the dispute resolution mechanism used by prison inmates within the prison, based upon the pecking order of the prisoners.

KANGAROO COURT - There's a difference of opinion between my two sources concerning whether this phrase is Australian in origin.
Sometimes such courts are set up merely for amusement, as diversions against the tedium of imprisonment, and are then nothing but travesties of legal processes.
Originally, however, these irregular courts were resorted to in frontier communities, usually for the trial and condemnation of persons committing offenses against the community.

Kangaroo could have been a local name used in the Endeavor River region of Queensland that fell out of use among Aborigines (although according to the OED2, members of Cook's expedition also mentioned it being used in Tasmania), or it could have been an error by Cook and Banks.
Interestingly, the term kangaroo court, meaning a criminal proceeding that is conducted for show and where the defendant is inevitably going to be found guilty, is not of Australian origin.
Lighter suggests that the term may have arisen from the way a kangaroo court defies the law, just as the kangaroo's appearance seems to defy the laws of nature.

She used an ugly racist stereotype in her report when she falsely claimed she had been abducted by an Hispanic man. Given her past criminal record, she deserved prison time for doing this and has gotten out of jail by pretending to be sick and playing the role of the mentally ill defendant.
Jennifer Wilbanks doesn't "need help." She needs to be told by a court that she did wrong by scapegoating and entire community of people in her false police report and what her punishment will be, not ordered into mental health treatment and coddled by not being sentenced to some prison time.
Wilbanks' was simply starting her sentence of court ordered psychiatric treatment before the inevitable order came down from the judge in her case.

What happens in Mental Health Court is a selection process immediately after booking to determine whether or not a defendant has a psychiatric disorder and should be given the option of going through psychiatric treatment as an alternative to plea bargaining in the criminal system.
The interests of the court psychiatrist are inimical to those of the criminal defendant.
These situations are kind of like a warden being allowed to testify in court on whether or not an untried and unconvicted inmate should stay in his prison.
