Information Notice No. 88-89: DEGRADATION OF KAPTON ELECTRICAL INSULATION
Kapton is used extensively in nuclear power plants as wire insulation in con-tainment penetrations and cable entrance seals manufactured by Conax Buffalo Corporation, and in various insulation systems in products supplied by other vendors.
This is because Kapton tends to degrade when exposed to high temperature steam or to certain volatile chemicals such as sodium hydroxide.
Since the film consists of 0.001 inch of Kapton sandwiched between two 0.0005-inch layers of Teflon (a du Pont trademark for FEP fluorocarbon), and each wrap is overlapped 50-percent, the total insulation thickness is 0.008 inch.

 KAPTON: Dangerous aircraft wire
Kapton insulation (a DuPont trade name, although their patent has now expired and they are no longer the sole manufacturers) seemed to be the dream wire insulation for commercial and military fleets in the 1970s and '80s.
By now, Kapton had been widely installed in civilian airliners, and the industry comforted itself by claiming that military planes underwent unusual stresses that were inapplicable to their civilian counterparts.
He "cooked" the Kapton in the oven to prematurely age it, then he nicked it, wound it round a nail and inserted it into a mug of water heated to 200 degrees (the operating temperature of the wire).

Kapton - Precision Paper Tube Company
General Description: Kapton® polyimide film is an extremely strong, transparent (amber) film that retains its high dielectric strength over a very wide range of temperatures.
It remains flexible at liquid helium temperature (-269°C) and does not lose its strength until it reaches a temperature of +815°C. The tubing properties shown below are in a lower range as the sealing agent used to produce Kapton® tubing limits its high temperature usage.
Kapton® is flame resistant and begins to char only above 8OO°C. It does not melt and is self-extinguishing.

The Effects of Kapton on Fire: Mother Jones on Ford's Switch Problem - Jalopnik
The problem, apparently, is Kapton, a DuPont-manufactured material that has been banned from use in US military aircraft due to its propensity to catch fire.
I think the deal actually is that Kapton and the other polyimides are, themselves, not flammable (or indeed reactive in pretty much any other way), but that Kapton's wear properties have turned out not to be good enough for use in wiring looms where stuff rubs on other stuff.
At that point, the kapton becomes conductive, and the current from the short circuit continues to flow - through the kapton.
