The committee, he said, would look into the question of whether it would be more useful for Karbala province to form an autonomous region with Najaf province to the south, or with those of Babylon and Wasset to the east.
The three Kurdish provinces have made up the country's sole autonomous region since Baghdad was forced to withdraw from the area under international pressure in the wake of the 1991 Gulf War.

On Monday the governor of Karbala, Saad Safuk, forbade the holding of demonstrations unless the demonstrators had applied for and received a permit at least 24 hours prior to the rally.
In Karbala, the Coalition Provisional Authority gave in to popular demand, and said that the new 40-person provincial council recently appointed by the Americans would be subjected to a vote of religious leaders and notables.
