But "Lilith of the Desert," Karel Voous tells us, was probably the larger Hume's Owl, Strix butleri, whose mournful cries in the desert night were thought to be a harbinger of death.

It is the order they are listed in a bird report or (many, but not all) field guides.
Called 'Voous Order' after Professor Karel Voous, the Dutch ornithologist who devised the list 1975-1978, and was (at the time) the best estimate of how ancient different bird groups are in evolutionaly history (divers oldest, buntings most recent).
His order is used by all European ornithological organisations, but American organisations use a slightly different order (hence my stipulation of European rules!)

The overly promoted "Owls of North America" by A. Eckert and K. Karalus (artis0 is hardly worth mentioning except to express sympathy for an artist asked by a naive author to provide full page plates for 18 subspecies, real or imaginary, of the Eastern Screech Owl (Otus asio) and 11 of the Great Horned!
Turning to the two volumes at hand, Dr. Karel Voous, Holland's best known ornithologist, was asked in 1981 to provide a text for a portfolio of plates of owls of the Northern Hemisphere by a countryman.
Not to be hurried (the book appeared in 1988), Voous, a longtime student of the Strigidae, has written a lengthy, authoritative, and in some ways, pioneering book.
