Ms Gillon and other members of the Scottish Parliament's Procedures Committee were explaining to MPs the system by which Holyrood consents to Westminster legislating on devolved matters.
Ms Gillon, the Labour MSP for Clydesdale, said standing orders at Holyrood laid out clearly the procedures they had to follow for legislative consent motions.

Labour MSP Karen Gillon has been campaigning for a new law ever since four of her constituents, the Findlay family, were killed in a gas explosion at their home in Larkhall six years ago.
Gas company Transco was fined £15m for breaking safety rules but Ms Gillon and others felt the managers of the firm should have faced personal charges.
The report said that over the last nine years an average of 30 workers, both employees and self-employed, were killed at work annually in Scotland, excluding deaths on the railways.

Clydesdale MSP Karen Gillon and Councillors Mary McNeil and Brian Reilly are working together to press Strathclyde Partnership in Transport (SPT) for the restoration of an evening bus service between Lanark and Wishaw.
The three politicians, who have been in regular correspondence with SPT since the withdrawal of the service, are clear in their view that the current situation is unattainable and that an case for its reinstatement has been made, a case they will make when they meet with SPT later this month.
