Karl Offmann served successively as Minister of Economic Planning and Development (August 1983), Minister of Local Government and Co-operatives (1984-1986), Minister of Social Security, National Solidarity and Reform Institutions (January 1988-1991) and as Government Chief Whip from 1988 to 1991.
Karl Offmann was unrelenting and stood his ground when, with the support of his two friends and colleagues, he drove home the fact that the leader of the MSM was still the man who would lead the party to success and to victory in an election.

As part of his residency, Offmann, who led Mauritius for 18 months during 2002 and 2003, will participate in a roundtable discussion at BU with eight other former African heads of state and American policy-makers and business leaders on April 27 and 28.
Offmann became president in February 2002, after two predecessors resigned in protest over an antiterrorism bill.
Offmann says he also hopes to encourage Americans “to broaden their outlook by showing keener interest in what is happening in the outside world.”

African Presidential Archives and Research Center Director Charles Stith said Perry's departure from the program was not a result of her hospitalization at the end of February with an undisclosed illness.
Stith said the act was one of the major reasons Offmann was brought to the program, and he will work on it as Congress reauthorizes it this year.
Although Offmann was unavailable for comment because he has not yet entered the country, Stith said the former African leader will be quite busy once he does.

Offmann, who occupies the post of Balfour African President-in-Residence at the African Presidential Archives and Research Center at Boston University, will participate in a 90-minute panel discussion at Taper Hall, Room 102, starting at 3 p.m.
