Paschke has worked against a backdrop of unrelenting criticism from a group of developing nations, which objected to the appointment of an inspector general from an industrial nation and has blocked approval of several of his major reports.
Paschke, 64, is a former spokesman and former personnel and management chief in the German Foreign Ministry who from the outset supported more openness in the United Nations.
Around the world, Paschke has found the organization robbed through currency speculation, careless or nonexistent record-keeping, misuse or disuse of acquired materials (amounting to $22 million at a single supply base in Brindisi, Italy), petty cash disappearances ($3.9 million is still missing in Somalia), the loss of expensive vehicles and fraudulent claims of all kinds.

Paschke said his Office's recommendations carried weight because they were recognized by legislative bodies, and the more those bodies took an interest, the more those responsible for weaknesses and inefficiencies were forced to make corrections.

Paschke suggested that "Audit Partnering Teams" be used to elicit greater management involvement and acceptance of audit reports and use best "benchmarking" practices in evaluating specific operations management as well as the audit process itself.

The report by inspector-general Karl Paschke led to speculation that leadership changes would be made at the tribunal, which operates in the Rwandan capital, Kigali, and in the Tanzanian town of Arusha.
Annan met Friday with the Rwandan court's chief administrator, Andronico Adede of Kenya, chief prosecutor Louise Arbour of Canada and deputy prosecutor Honoure Rakotomanana of Madagascar.
The tribunal was established by the Security Council in 1994 to prosecute those accused of masterminding and carrying out the mass slaughter of Tutsis and moderate Hutus by Hutu extremists in Rwanda earlier that year.

According to Assembly resolution 48/218 B of 29 July 1994, OIOS had been established with the intention of enhancing oversight functions within the United Nations, "in view of the increased importance, cost and complexity of the Organization's activities, through intensified evaluation, audit, inspection, investigation and compliance monitoring".

Apparently General Paschke is of the old school, but for the foreseeable future his office is not prepared to go any further than suggesting, with due respect for the culturally constructed ethics of "the other," that it really is not appropriate, as they say, to steal money.
