The change of government was intended as a new political and economic beginning for the country, but the violent death of one of its most prominent public figures demonstrated that instability and uncertainty are still the rule in Algerian political life.
Merbah's Mouvement Algerien pour la Justice et Democratie (MAJD, which has the connotation of "glory" in Arabic) will likely falter, since it was largely a vehicle for his own political ambitions, but other parties will be unaffected.
Merbah's death signifies, however, that no one is above the chaotic violence gripping Algeria and that a simple change of government is no easy solution to Algeria's deepening dilemma.

The backing of Kasdi Merbah was huge especially that (no doubt) he was one of few people to know the Algerian reality: hence he was aware of the real enemies in power, and to fight them he needed a man like Boudiaf to assist him.
This was once again with the help of Kasdi Merbah for whom he gathered files of more than three hundred pages on the activities of certain elements in power.
When Kasdi Merbah learnt that the none-commissioned officers could not afford to engage lawyers, he instructed his own lawyer (and that of his party “Majd”) to defend them, which was not a good news for Toufik.

As a big headed as he is, Boudiaf surprised every one by re-judging Belloucif (a former chief of staff put in trial in early 90's) again; thus, he courageously challenged the Algiers barons and this after secret consultations with Kasdi Merbah (the former head of the secret services, killed in August 1993).
Merbah had even suggested names of officers that could be associated in undertaking this delicate operation.
Thus, Boudiaf had a list of names and knew for a fact that the salvation of Algeria could only be achieved by naming the real culprits of the Algerian malaise so that the lost trust between the people and their rulers can be restored.

The product of a well-to-do family in the Aures region of Algeria's northeast, Benflis was a judge in the late 1960s before becoming attorney general in 1971, a job he held until 1974, when he began working as a lawyer.
He returned to government as justice minister under the reform-minded head of government Kasdi Merbah following riots in October 1988 that brought an end to single-party rule by the NLF.
Benflis was retained in the job by Merbah's successors Mouloud Hamrouche and Sid Ahmed Ghozali, but resigned in protest over the treatment of Islamists who were arrested during the uprising of the Islamic Salvation Front (FIS) following an abortive election of 1991-92.

It is one of the most remarkable constitutions in the world, and it has never been described.
What is at issue in Algeria now is whether the new government of prime minister Kasdi Merbah can save the situation within the parameters of the real constitution of the Algerian state.
But by Algerian standards, the human price paid in October for getting rid of an incompetent and despotic Algerian government was minuscule by comparison with the price paid 26 years ago for getting rid of an incompetent and despotic French government.
