Kashiwazaki City, Japan - Greenpeace activists joined over 1000 protestors who marched through the streets of Kashiwazaki City in opposition to the plans of Tokyo Electric Power Company (TEPCO) to load plutonium MOX fuel in the nearby reactor of Kashiwazaki-Kariwa, unit 3.
Citing concerns over falsification of quality control, reactor safety implications, and the danger of nuclear weapons proliferation, the Greenpeace activists and speakers from Fukushima and Fukui Prefectures, as well as from Niigata, called for the MOX fuel due to arrive around March 24th to be not used in the reactor.
Meanwhile in Kashiwazaki City, a council resolution will be debated and voted on Monday March 26th that opposes MOX use.

In fact, the mayor of Kashiwazaki may be the hardest working man in Japanese politics as he frequently has to travel to Niigata for a meeting with parents of the alleged abductees and TEPCO officials and then climb on the bullet train and head to Tokyo for a meeting with Koizumi.
In other Kashiwazaki news, TEPCO revealed that it has operated the nuclear plant in Kashiwazaki for over 8 years with cracks in the shroud.

Although TEPCO submitted to the central government a plan for periodic plant inspections, expected to begin Tuesday, it did not state whether it plans to use the MOX fuel in its thermal reactor or continue using uranium fuel.
The utility had planned to begin using MOX fuel from Tuesday, but the Niigata Prefectural Government has been reluctant to allow Japan's first nuclear plant to use the controversial fuel.

The local assembly in Kashiwazaki City, Niigata Prefecture, which is the home base of that power plants, has approved an "exemplary tax on spent nuclear fuels." This is the first time such a decision has been made by a local municipality.
However, no matter what the relationship between TEPCO and Kashiwazaki City is, whose interests are completely opposite, so even if we spent 10 years on this, it wouldn't work.
If the Kashiwazaki format goes well, I'm sure there are many other cities and towns that would like to implement it also.
