Nueva Vizcaya is a province of the Philippines located in the Cagayan Valley region in Luzon.
The province of Nueva Vizcaya used to be a territory of the vast Cagayan Valley which was once an integral political unit with one governor.
The province is bounded to the north by Ifugao; to the northeast by Isabela; to the east by Quirino; to the southeast by Aurora; to the south by Nueva Ecija; to the southwest by Pangasinan; and to the west by Benguet.

The Spanish expansion into Nueva Vizcaya was gradual, with the early exploratory expeditions meeting resistance from the indigenous people and the ruggedness of the terrain also keeping their progress at a slow pace.
Considering that Nueva Vizcayans had few schools to attend under the Spanish, and that schooling was not widespread in the province during the first decade of American rule, there would have been a limited population controlling the province, and the upland people would not have been widely included in the process of voting.
Although Nueva Vizcaya is relatively close to the political and economic center of the Philippines, it is isolated by its geography.

The wide dispersal of people living in Nueva Vizcaya would suggest that there were no names shared between the different peoples for larger geographical areas, such as a common name for the province or the river valley.
The first mention of Nueva Vizcaya by the Americans was in the Philippine Commission report of 1900, just after the United States gained control of the Philippines.

The deposits are estimated at four million ounces of gold and 1.5 billion pounds of copper resources, said to be worth 121 billion pesos.

A joint project of the Provincial Government of Nueva Viscaya and MGB-2, the medical mission was attended by almost 700 Didipio residents who trooped to the barangay clinic for medical examination and treatment.
Nueva Viscaya Governor Rodolfo Q. Agbayani made an early trip to Didipio in order to personally launch the mission but was forced to discontinue the trip when his service vehicle could not get through the slippery road at Barangay Capisaan.
The Didipio mission is the first in a series of medical and dental missions in the various mining communities of Nueva Vizcaya, to be implemented by MGB-2 and Governor Agbayani.
