Katakwi district, which is located in north-eastern Uganda, regained its district status in 1997 through an Act of Parliament.
Katakwi borders Moroto in the east and north, Lira in the northwest, Soroti in the southwest and Kumi in the south.
The livestock industry is important in Katakwi, though it is also plagued by a number of diseases.

Throughout Katakwi, there is a general belief that the warriors now have access to a steady supply of automatic weapons such as the AK 47.
According to Nicholas Ochakara, the chief administrative officer of Katakwi, the current figure of displaced people, at 88,000, is worrying, because the district cannot deal with such numbers.

Insecurity in North Uganda, drought and raiding in Karamoja and Katakwi, and a new influx of refugees from DRC have worsened the situation in Uganda.
Katakwi district has been threatened by insecurity due to Karamonjong raids for years (see RNIS 41), leading to the displacement of about 85,000 people.
The situation of IDPs in Katakwi district is also alarming as the populations are facing both insecurity from Karamojongs and LRA.

In Soroti district, eastern Uganda, the situation seems to have improved slightly, the number of children admitted to the TFC dropped from 430 at the peak of the crisis to 20 as of February 2004 (OCHA, 29/02/04).
Raiding is a traditional feature of this area of Uganda but the proliferation of small arms has meant that the raids have grown bigger and more deadly and have not stopped at the stealing of cattle but often involve wide scale looting, the burning of property, and the destruction of crops.
The disarmament of the Karimojong is seen as an important step towards normalising the humanitarian situation in Katakwi but security in the area still appears to be a long way off as it was reported that an Irish priest and three co workers were killed on 21 March 2002 (UN OCHA 31/03/02).

The reason for this is that the IDPs in Katakwi are not a fashionable subject.
It is hard for many believe to believe, but IDP camps have been in existence in Katakwi for 15 years.
Because the IDPs in the north are victims of a war by rebels backed by a foreign country, they meet the criteria for aid for UN agencies like the World Food Programme, and several international NGOs.

 AEGiS-NV: IDP camps increase HIV/AIDS prevalence in Katakwi
THE prevalence of HIV/AIDS in Katakwi district has increased from nine to 21% since IDP camps were established last year, the state minister for northern Uganda rehabilitation has said.
Dan nSalasatta reports that Grace Akello said the increase was caused by the lifestyle in the internally displaced people's (IDPs) camps established as a result of the Lord's Resistance Army rebel and Karimojong cattle raiders' incursions into the area.
She was opening the 34th Joint Clinical Research Centre (JCRC) clinic in Katakwi recently.

Over 80,000 internally displaced persons (IDPs) in Katakwi District, eastern Uganda, are in urgent need of improved security to protect them from attacks by Karamojong pastoralists, according to the UN Office for the Coordination of Humanitarian Affairs (UNOCHA).
According to district statistics, there are currently 88,623 IDPs in 46 camps in Katakwi, from an estimated total population of 230,000.
Displaced people in the camps in Katakwi were suffering unusually high rates of malaria, diarrhoea, intestinal worms, upper respiratory tract infections and pneumonia, according to OCHA's assessment.

 Soroti District :: Background Information
Soroti borders Kamuli, Lake Kyoga, Kumi and Pallisa in the south, Kaberamaido in the west and Katakwi in the northeast.
Formerly part of the larger Teso District comprising present day Kumi, Soroti, Kaberamaido and Katakwi, the history of Soroti dates as early as 1904 when the colonial administration sent Semei Kakungulu to set up administrative posts in Serere, Gweri and Soroti.
A number of civil servants working in Katakwi reside in Soroti town because of the relatively developed infrastructure in this town.

According to local residents in Obalanga (Katakwi District, part of Teso region), the rebels were initially very friendly – playing football, watching videos, and generally interacting freely with the population.
Relations between the Iteso (the overwhelming majority of the residents of Soroti, Kaberamaido and Katakwi), the Acholi (Gulu, Kitgum and Pader) and the Langi (Lira and Apac) have been peaceful over the past several years.
As a journalist argued, “Those [Arrow Boys] in Katakwi, where there have been Karamojong cattle raids, they will remain permanently armed.” 253 Given the impact of Karamajong raids on the population, and the inadequacy of defence against these, it is hardly surprising that civilians see increased defence capacity as a means to future security.

The Resident District Commissioner (RDC) of Katakwi, David Masereka said before the insurgency in the region got serious the average family holding was five gardens but now it is one and a half gardens.

The most affected areas in Katakwi District remained the two counties of Usuk and Kapelebyong and specifically, sub-counties immediately bordering Mororoto District, namely Magoro, Ngarariam, Usuk, Kapelebyong, Obalanaga and Acowa.
The rampant Karamojong raids have displaced 1/3 of the Katakwi population and have completely devastated their household economies.
Given the rampant nature of Karamojong attacks in Katakwi, local and central government administrations have deployed units in almost all IDP camps and along the Katakwi-Moroto border to protect the residents from attacks.

As the Acholi (mainly of Gulu District, to the west) are identified with the so-called “Lords Resistance Army” (see NEWS Nouvelles December 2003), the Acholi have been killed both in Lira and Katakwi districts.
The NUSPA Executive consists of three delegates from each producer group, of which two must be women—this to preserve the custodial role traditionally held by women in relation to the shea tree and its products.
In May of 2002, large numbers of LRA rebels poured into northern Uganda from their bases in southern Sudan, as a direct consequence of “Operation Iron Fist”, a cross-border counter-insurgency operation of the Ugandan military, conducted with the approval of the Sudan military.

TRAFFICKING in mainly girls is booming in cattle markets in Katakwi in eastern Uganda, an MP has revealed.
Rhoda Acen, the Woman MP for Amuria district, said women have been selling their children to fend for their families after their husbands fled ahead of the disarmament exercise in the region.
He said authorities in Moroto and Katakwi had identified homes where these girls are being kept.

The Itesots of Soroti and Katakwi received the Action-Aid Get on Board bus in a colourful traditional African ceremony on the morning of May 11.
Right from the edge of Soroti town, a group of Itesot singers wearing multi-coloured shirts led the convoy into the town centre with rich Ateso music as they played the thumb piano and danced up to Soroti Fly- view Hotel.
