Kate Carnell was educated at St Aidan's Church of England Grammar School in Brisbane, and graduated in 1976 with a BPharm from the University of Queensland.
Carnell was elected to the ACT Legislative Assembly in 1992, and became leader in 1993.

Kate says we are the second lowest in the land clearing stakes but this is misleading and nothing to brag about when you consider Tasmania’s small area that equates to the highest per capita land clearing rates in Australia or in simple language-10 footy fields per day!(Based on Forest Practices Board figures.
Kate, nobody wants to destroy Gunns but some restraint on their bulldozers in a level playing field would be nice for a change.

Carnell's vigorous approach to government brought a great deal of attention to the Chief Minister, as well as some criticism of her approach.
Carnell denied any wrong-doing and, in fact, claimed that the Auditor-General had found that the Cabinet had acted 'reasonably' in the Bruce Stadium matter.
Despite talk of the latter occurring, Carnell resigned on 17 October, and was replaced as Chief Minister by Gary Humphries the next day, suggesting, in the view of one observer that 'the concept of fixed terms has been strengthened, and the ACT's particular version of Westminster parliamentary democracy becomes a potential model for other jurisdictions'.

After resigning as Chief Minister, Mrs Carnell was appointed to chair General Practice Education and Training Ltd (GPET), which was established in 2001 to support high quality general practice training across Australia and to encourage doctors to train outside major cities.
Mrs Carnell is a qualified pharmacist who bought her first pharmacy in Red Hill after graduating from the Univesity of Queensland.
