Kath Soucie - Wikipedia, the free encyclopedia Kath Soucie (born February 20, 1967) (sometimes credited as "Souci") is a prolific American voice actress, perhaps best known for her work as the voice of the twins Phil and Lil DeVille in the popular animated series Rugrats (and its subsequent spinoff All Grown Up!
