Kathryn J. "Kathy" Whitmire (born 29th October 1946) was Mayor of the city of Houston, Texas from 1982 to 1991.
Whitmire was a professor at the University of Maryland, College Park where she taught political science classes in the Burns Leadership Academy.
Whitmire has relocated to Hawaii (one of four states to eliminate billboards to preserve its scenic environment).

Kathryn Jean Niederhofer was born on August 15, 1946, to Karl Niederhofer, a Houston electrician, and his wife Ida. She was raised in a blue-collar, lower-middle-income neighborhood on the northeast side of the city.
Whitmire took office in January 1982 just as the Houston oil boom had crested and was beginning to decline.

A trivia question making the rounds after the 1989 city election was "Name the only living ex-mayor Kathy Whitmire has not beaten." She defeated Jim McConn to get elected the first time in 1981.
During the mayoral election campaign in the fall of 1989 when Mayor Whitmire was being challenged by former mayor Fred Hofheinz, Bob Lanier let it be known that he was not enthusiastic about Metro’s rail plans.
