The Sangguniang Kabataan and the Katipunan ng Kabataan == The SK or the Sangguniang Kabataan (Youth Council) is the governing body in every chapter of the Katipunan ng Kabataan (Youth Federation).
Each barangay (village) in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan in which the members elect their officers called as the Sangguniang Kabataan.
The Chairman of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council.

The Katipunan ng Kabataan was originally created by Presidential Decree No. 684 in 1975 as the Kabataang Barangay, a barangay youth organization composed of all residents of the barangay who were at least 15 years but less than 18 years of age.
The affairs of the Katipunan ng Kabataan are administered by the Sangguniang Kabataan (SK) composed of a chairman and seven (7) members who are elected by the Katipunan ng Kabataan.
Since a "qualified voter" is not necessarily an elective official, then it may be assumed that a "qualified voter" is a "member of the Katipunan ng Kabataan."  Section 424 of the Code does not provide that the maximum age of a member of the Katipunan ng Kabataan is determined on the day of the election.

Special meetings may be called by the Sangguniang Kabataan chairman or any three (3) of its members by giving written notice to all members of the date, time, place, and agenda of the meeting at least one (1) day in advance.
During their incumbency, Sangguniang Kabataan officials shall be exempt from payment of tuition and matriculation fees while enrolled in public tertiary schools, including state colleges and universities.
(d) In case of suspension of the Sangguniang Kabataan chairman, the successor, as determined in subsections (a) and(b) of this section shall assume the position during the period of such suspension.

We, the members of the Sangguniang Kabataan of Punta Princesa would like to stress that our move to petition for our chairman’s removal was a result of deliberation and consultation with the Katipunan ng Kabaataan of Punta Princesa who also signed their own petition for her removal (copy furnished upon request).
We understand that the Mayor’s public announcement of support for Mar is his wedding gift for her - after all he was the principal sponsor at the wedding.
In Mar’s case, even more so because she represents the youth of Punta Princesa, she swore to uphold the Katipunan ng Kabataan/Sangguniang Kabataan Constitution that expressly provides that she conducts herself in a manner befitting a member.
