Katō Takaaki (加藤 高明 January 3, 1860–January 28, 1926) was a Japanese politician and the 24th Prime Minister of Japan from June 11, 1924 to January 28, 1926.
He was born at Nagoya, Aichi and commenced life as an employee in the great firm of Mitsubishi.

Il tentativo di costituire un governo di burocrati fu bocciato alle elezioni del 1924 e quindi salì al potere Kato Takaaki, capo del partito costituzionale, che diede inizio al governo di tipo parlamentare.
Nel 1925 il diritto di voto fu esteso a tutto l'elettorato maschile ma una settimana dopo, a controbilanciare questa concessione, fu promulgata una legge con durissime pene per chi tentava di sovvertire in qualsiasi modo l'organizzazione politica o sociale del paese.
Alla morte di Kato il suo successore Kakatsuki fu costretto a dimettersi per l'opposizione del consiglio della Corona, eredi diretti della vecchia oligarchia feudale.
