Born in (A port city on the southwestern coast of Honshu in Japan; on August 6, 1945 Hiroshima was almost completely destroyed by the first atomic bomb dropped on a populated area) Hiroshima to a retainer of the shogun, Kato enrolled in the Naval War College and graduated in its seventh class.
It is said that during this time he suffered from a very weak (An enlarged and muscular saclike organ of the alimentary canal; the principal organ of digestion) stomach, and was vomiting as he issued orders throughout the battle, despite having taken large amounts of medication.
Under Hara and Takahashi, Kato was Japan's delegate to the (Click link for more info and facts about Washington Naval Conference) Washington Naval Conference, and worked with Ambassador (Click link for more info and facts about Shidehara Kijuro) Shidehara Kijuro in the negotiations that led to the Five-Power Naval Treaty.

Kato's government was one of several brief ones following the assassination, in 1921, of HARA Kei (Hara Takashi) who was the first party prime minister in Japan (1918-1921).
Kato is best known in the West as the leader of the Japanese delegation to the 1921-22 Washington naval armament limitation talks.
