Not too long after their departure, Kenshin and Touji are discovered by Katsura Kogoro and Takasugi Shinsaku during the recruitment activities to form an anti-shogunate group of warriors called The Kiheitai.
Kogoro decides to designate Kenshin as a hitokiri for the Ishinshishi, and that Touji go with him to learn more about the Hiten Mitsurugi Ryu style from her brother.
Shinsaku warns Kogoro that using such a young boy to fulfill the cruel duties of an assassin will surely destroy the boy's life, and that the girl will be horrified with the sights of her brother slaying people.

Katsura's main job was dismantling the old han system and setting up the new system of prefectures and governors, purging the old chains of command and setting up a new one composed of all new people.
Katsura thought Meiji should set Japan a moral example, and should be an accessible monarch in touch with he problems of humanity.
Katsura, Okubo and Saigo didn't have a concrete plan to make this pseudo-democracy happen so they were at each other's throats and "set up a number of governmental organs that rose and fell in rapid succession." The highly visible emperor was used to cover up their backstage in-fighting.

Koin Kido (1833 – 1877), the politician during the Late Tokugawa Shogunate and the Meiji Restoration, used to be called Kogoro Katsura.
Because this Ryokan was the “Hikae Yashiki for Choshu clan” (Staff headquarter of Meiji Restoration), it was attacked several times by Sinsen-gumi (some of the greatest swordsmen of Edo and masterless samurai in Kyoto hired to protect the shogunate and counteract those who supported the emperor) and those rooms still remain.
This ryokan, Ikumatsu, is where Kogoro and Ikumatsu used to live; a ryokan with one of the longest and most distinguished history in Kyoto.
