Kawagoe (川越市) is a city located in Saitama, Japan and is about a 30-minute train ride from Tokyo.
As of January 1, 2006, the city has an estimated population of 332,846 (130,436 households) and a population density of approximately 3,049 persons per km².
Kawagoe is famous for its sweet potatoes, and on the local "Candy Street" one can find such treats as sweet potato chips, sweet potato ice cream, sweet potato coffee, and even sweet potato beer, brewed at the local Koedo Brewery.

Kawagoe is existence to be precious as home of Tokyo to think of culture of the Edo period.

Kawagoe is actually on the same train line as my house - the Seibu Shinjuku line and I just need to pay 450yen for a 1 hour ride to HonKawagoe station at the end of the train line.
However Kawagoe city is one of the few remaining cities in Tokyo that maintained many of its beautiful temples, castles and shop buildings.
Oh yes, Kawagoe city is famous for its sweet potato and unagi (eel).

Kawagoe (川越) is a city that is fairly close to Sayama City.
The Seibu-Shinjuku rail line branch that I take home ends at the Honkawagoe train station.
Kawagoe is an extremely old city, but it was never turned into a modernized urban center like Tokyo, so a lot of the old buildings are still around.

 JR Saikyo Line / Rinkai Line
The Saikyo Line connects southern Saitama Prefecture with Akabane, Ikebukuro, Shinjuku, Shibuya and Osaki.
While the Saikyo Line technically ends at Osaki Station, many trains on the Saikyo Line continue to run on the Rinkai Line from Osaki to Odaiba, before terminating at Shin-Kiba.
Note, that the Rinkai Line is not owned by JR, which means that the Japan Rail Pass and similar JR tickets are not valid on it.

The Ikebukuro station was the entry into Tokyo from Kawagoe, while through the subway system or connectors, you could reach almost all of Tokyo and many nearby cities via the Shinjuku station (the largest volume station in the world).
I would often use the JR (Japan Railway) Yamanote line (the light green line), as many of the important desitnations, Yurakacho (a big electronic store and a good spot to reach the Imperial Palace) and Seibuya (lots of cool stores) are on this line.
Also, Akihabara is on this line, but you might save time if you are at Shinjuku and just take the direct line (red) over.

Ikebukuro is served by the JR Yamanote, Saikyo and Shonan-Shinjuku lines.
Subway Line 13, currently dubbed the "Yurakucho New Line," runs from Shinsen-Ikebukuro station nonstop to Kotake-Mukaihara, where it continues onto the Seibu line.
The line will run along the western part of the metropolis to Shibuya, and when finished will connect to the Tokyu Toyoko Line, making direct runs to Yokohama possible.

The commuter lines are not like the ones in the US, with station spacing miles apart- instead, stations are spaced much like the dense subway network.
The ones that I would count as ring/circle lines are the JR Yamanote line, the Toei Oedo line, the JR Musashino line, the Yokosuka-Sobu Rapid line (happens to be the same as Yokohama-bound branch of the Narita Express), and the JR Saikyou-Kawagoe line.
The Tokyo Metro comprises 2/3s of the system (and later will include the now under construction Meiji Line (line no 13)), and the remain third is run by Toei (Toei lines in my experience are mostly useless, by and large, except for the Toei Oedo line).

Unfortunetly none of these pictures are mine, but they show a lot about train travel in Japan.
Just take the blue line to get from Tokyo (Ikebukuro Eki [train station]) to Kawagoe by Train.
If you take the Express (the trains with red lettering on the displays) you only stop I think 5 times before Kawagoe.

If you are in Shinjuku, the straight way is by Seibu Shinjuku train from west Shinjuku station to Hon Kawagoe.
If you are in Ikebukuro, then take JR Tobu Tojo Line to Kawagoe station.
