The County Clerk is responsilbe for obtaining and checking annual budgets for each school district and cities and towns (cities and towns that have not filed under the Municipal Budget Act).
In Kay County, the County Clerk is the purchasing agent for all county purchases, and is responsilbe for monitoring, recording, payment and filing of all purchase orders, and retaining same after approval by the commissioners.
The County Clerk is responsible for preparing payroll for all county employees, computing and remitting all taxes, and is the insurance and retirement agent for all county employees, preparing W-2's, filing workers compensation claims, and recording daily receipts and disbursements for accountability.

The first European contact with the Wichita came in the mid 1500's and early 1600's when the Spanish adventurers Coronado and Onate led expeditions from New Mexico up through Oklahoma to Kansas where they encountered the Wichita in a village known as Quivira.
These fortified sites are well-known in Oklahoma and Texas (see the Duncan site in Washita County for another example).
Whether pressure from the Osage, a lack of trade goods from the French because of the French and Indian War, or other factors caused this migration is not yet known.
