Kay Auonne Stark Orr, (born January 2, 1939), is a U.S. Republican Party politician.
She was the first woman elected as Governor in Nebraska and the first Republican woman to be elected Governor in the United States, although Republican woman Vesta M. Roy served as the unelected Acting Governor of New Hampshire from December 1982 to January 1983.
Kay Auonne Stark was born in Burlington, Iowa and attended the University of Iowa.

In services that weaved military salutes and bagpipes with heartfelt tributes, former Gov. Robert D. Orr was honored Tuesday as a compassionate gentleman who put public service ahead of politics.
"It was never about Bob Orr, it was about the guy he was talking to or about the state of Indiana or about the mission," said longtime friend and aide Kendall Cochran.
Bagpipers and an honor guard then led Orr's flag-draped casket to the snowy outdoors, and it was taken to Crown Hill Cemetery for graveside services.
