But that launch has been delayed because of a dispute between the Russians and the government of Kazhakstan, where the launch site is located.
Earlier today, the president of Kazhakstan said the launch would not go ahead unless the Russians agree to a string of conditions.

Last year, a Russian-built module carrying living quarters for the international space station was launched aboard a proton rocket.
However, two proton rockets crashed over Kazhakstan in 1999, leading Kazhak space authorities to temporarily ban launches from the Baikonour cosmodrome.

Kazhakstan may have at one point been considered Europe b/c it was part of the USSR:
After the Soviet Union fell, Russia lost most of its [what I presume to be with my somewhat limited knowledge of contemporary Russian history/politics] autonomous regions, such as Kazhakstan and Kyrgyzstan, formerely Kyrgezia autonomous region (I think autonomous regions are called "oblast" in Russian, singular).

A Progress cargo ship carrying supplies for the International Space Station (ISS) blasted off successfully Friday from the Baikonur cosmodrome in Kazhakstan, the Russian space agency said.
The unmanned Progress M-53 vessel is carrying more than two and a half tonnes of supplies, mainly water, food and fuel, as well as packages from home for Russian cosmonaut Sergei Krikalyov and US astronaut John Phillips.
