KBR, a Halliburton subsidiary, is a major construction company of refineries, oil fields, pipelines, and chemical plants.

KBR (formerly Kellogg, Brown and Root) is an American engineering and construction company, a private military contractor and a subsidiary of Halliburton.
(KBR won the first LOGCAP contract, Dyncorp the second, and KBR the current one, dubbed "LOGCAP III".) It is a contingency based contract which is invoked at the convenience of the US Army; the orders under the contract are not competitively bid (as the overall contract was) and thus the reason for the confusion.
KBR was awarded a $100 million contract in 2002 to build a new U.S. embassy in Kabul, Afghanistan, from the State Department.

KBR's contract with the Defense Department allows the company to pass on the cost of the transportation and add 1 percent to 3 percent for profit, but neither KBR nor the U.S. Army Field Support Command in Rock Island, Ill., which oversees the contract, was able to provide cost estimates for the empty trucks.
KBR truckers say they can earn about $80,000 a year, which is tax-free if they remain in Iraq for a year.
KBR documents viewed by Knight Ridder showed that one February run included 11 "MT" (trucker lingo for empty) trailers, 11 containers (which could be full or empty) and six with pallets on them.

KBR lost a second five-year LOGCAP contract—awarded to DynCorp in 1997— after the General Accounting Office reported in February 1997 that KBR had overrun its estimated costs in the Balkans by 32 percent (some of which was attributed to an increase in the Army's demands).
The documents obtained show that the contract originally was awarded to KBR on March 8, 2003, as a $500,000 minimum-value contract for a two-year period, extendable to three option years and an estimated maximum value of $7 billion.

A former employee of KBR pleaded guilty Friday to accepting more than $110,000 in kickbacks from an Iraqi subcontractor he chose to renovate buildings in Iraq for the U.S. Army.
KBR submitted an invoice to the U.S. government for the work on Oct. 15, 2004.
"When KBR learned that one of its employees was allegedly receiving improper payments from a subcontractor, the company initiated an investigation, the employee was questioned and admitted wrongdoing," the company said in a statement.

Powell's fraud was discovered in January when KBR investigators searched Powell's residence in Baghdad and found large amounts of cash, including $8,000 worth of $100 bills stuffed in a jacket pocket, $1,580 on top of the refrigerator and about $3,500 worth of Iraqi dinars in the top shelf of a dresser, the court papers said.
While the scheme was ongoing, KBR had been unwittingly billing the U.S. government an inflated amount for reimbursement because of the 20 percent kickback.
In March, a former KBR manager named Jeff Alex Mazon was charged in an indictment with defrauding the U.S. government of nearly $4 million by inflating the price of fuel tankers for military operations.
