St Paul's to the east and the Houses of Parliament to the west are not upstaged.
Like other far-sighted architects such as Alison and Peter Smithson, he was concerned that Modernist housing theory was guilty of ignoring the importance of 'belonging', and would destroy the strong sense of community fostered in narrow terraced streets.
His solution was the 'cluster block', perfected at Keeling House in Bethnal Green, in the heart of London's east end.

In Keeling House, for example (Fig 1), the original construction has not stood the test of time: the concrete was poorly mixed and compacted, leading to localised admixtures of salt, porosity, and subsequent decay of the inadequate covering to reinforcing rods.
Keeling House, meanwhile, proved beyond the means of the local authority, and was sold on to a new, private owner, which is now investing in its refurbishment for sale of the flats on the private market.
This has been successfully negotiated in the case of Keeling House, with the creation of two new units in ground floor areas and the addition of a lobby being the major changes.

Guardian Unlimited | Arts special reports | Comment: Why Rachel Whiteread's prize-winning House matters
The picture that really grabbed hold of the zeitgeist, and which will stay in the memory long after the dust of demolition settles, was the grim sight of Peter Palumbo, handing Whiteread her cheque at the Tate on Tuesday night.
Assuming that the kind of people who see virtues in austere architecture from the middle period of the career of a heavyweight architect, and those who are prepared to take on art that refuses to limit itself to three-point perspective, have something in common, what seemed to be unravelling was a whole cultural consensus.
Despite the Alf Garnett performances of Tower Hamlets Liberal Democrats, spitting bile and venom, who persist in seeing House as a slap in the face for their constituents, Whiteread's work has already transformed the way a lot of people who have never set foot in a gallery see the mundane street in which it stands.

Gabion: The legacy of Lasdun 2/2
As a "cluster block" - four slender towers grouped around a freestanding stair and lift tower - the design is extraordinarily clever, and influences the latest generation of architects in their quest for new forms of city living.
Happy though he was to see it restored, Lasdun regretted that it was no longer going to be housing for the poor - instead, a fashionable developer has taken it on to sell the two-bedroom maisonettes as modish pieds a terre, close as they are to the City of London.
For all that, Lasdun approved Marshall's delicate new glass entrance lobby to Keeling House, and supported him in his (so far rejected) scheme to make a new penthouse right on top, using up redundant space where water tanks had been.
