29/3/2004 -- Environment tax can work
Keidanren noted that it had set its own fiscal 2010 targets for reducing carbon-dioxide emissions generated by the industrial and energy-conversion sectors below 1990 levels, and was pushing a voluntary program to achieve the goal.
Keidanren said the tax proposed by the environment ministry had five problems.
Third, Nippon Keidanren argued, energy taxes are already too high, with a low price elasticity for energy demand; thus the environment tax would not have much effect in curbing CO2 emissions.

Keidanren Nature Conservation Fund - Keidanren, a leading business organization in Japan, established its Nature Conservation Fund in 1992 to support foreign and domestic NGOs carrying out nature conservation projects in developing countries.
The Keidanren fund is one of several recent efforts by the organization that places it on a different footing with NGOs that criticized it in the late 1960s period of high industrial pollution for putting a higher priority on business interests than on the protection of the environment.
Concerns about extinction of species and damage to habitats was behind the 1992 Keidanren dispatch of a delegation to the Palau islands to investigate biodiversity and how The Nature Conservancy, an American NGO, had implemented a nature conservation project there.
