Commanding Heights : Keith Joseph | on PBS
Keith Joseph, a member of the British Conservative Party under Prime Minister Margaret Thatcher, was one of the so-called architects of Thatcherism, the movement from Keynesian demand management to Friedmanite free-market monetarism.
Arguably, Keith Joseph did as much as any other single person around the world to reshape the debate about government and marketplace, to take a variety of ideas and bind them together into a powerful critique of the mixed economy and, in the course of things, help shape them into a political program.
She made the ideas "happen." But it was Joseph who created the package over half a decade, in the second half of the 1970s, at a time when the premises of the mixed economy were hardly questioned and yet the system itself was running into such severe difficulties as to become dysfunctional.

He was chiefly responsible for the party's abandonment of its traditional, pragmatic attitude to economic doctrines and for the increasing influence on it of the sectarian mentality of the right-wing think tanks.
In fact, Joseph always held to a Smilesian faith in individual effort (he contributed an admiring introduction to a new edition of Self-Help in 1986) and viewed unfettered free enterprise as the only route to social improvement.
The political philosophy to which Joseph held throughout his career was not Conservatism but, as he came close to admitting in an interview he gave in 1988, a cranky, backward-looking version of liberal individualism.

Keith had gone into politics for the same reason that many on the left had done so - he wanted to improve the lot of ordinary people, particularly those he saw living deprived, stunted, unfulfilled lives.
Many jokes would be made - and the best of them by Keith himself - about the way in which he changed his mind and reversed his policies on matters ranging from housing to health to social benefits.
