Kelvin Goertzen was born in Winnipeg, Manitoba but was raised in Steinbach, Manitoba.
Goertzen's father, Henry, passed away when Goertzen was only 11 years old and his mother, Anne, raised he and his sister Connie alone for a number of years before marrying Peter Wiens originally of Grunthal, Manitoba.
Goertzen was a strong supporter of Manitoba P.C. Leader Stuart Murray and refused to participate in internal Caucus dissent that ultimately led to the end of Murray's leadership in November of 2005.

A new Statistics Canada report released today showing that Manitoba continues to have among the highest remand rates in the country and has the fastest growing number of conditional sentences is disturbing news for the justice system, according to Manitoba Progressive Conservative Justice Critic Kelvin Goertzen.
Goertzen said this is particularly disturbing because those individuals on remand awaiting trial are often getting double time credit and receive no rehabilitative programming.
The Statistics Canada Report also showed that in 2004/2005 there was a 32.9% increase in the number of people given house arrest sentences (conditional sentences), jumping from 739 in 2003/2004 to 982 in 2004/2005.
