Kemp Town was created by a man called Thomas Read Kemp, whose father was Whig MP for Lewes.
Kemp was "a young elegant", as Antony Dale describes him in a book called Fashionable Brighton 1820-1860, "who began the process, which came so easily to many others of his kind and period, of squandering the fortune inherited from his parents".
But Kemp presented his town with a new Anglican church and then, almost as if this were part of his repentance for his slip from religious orthodoxy, got himself re-elected to parliament.

The tendency of the currents in the Channel opposite Brighton is to drive the shingle eastward, and encroachments of the sea were frequent and serious until the erection of a massive sea-wall, begun about 1830, 60 ft. high, 23 ft. thick at the base, and3 ft. at the summit.
In 1849 it was purchased by the town for 53,000, and is devoted to various public uses, containing a museum, assembly-rooms and picture-galleries.

The town's building plans include housing the town's Public Works Department and water utility administration in an 11,000 square-foot, two-story community center building on 2.3 acres, operations and maintenance quarters in three two-story buildings totaling 38,000 square feet on 7.8 acres and a Police Department training center in a 20,000 square-foot building on three acres.
Kemp faults both the town and the community association to some degree for not clearing up the ownership question and chastised the town for sending out 2,000 invitations to the groundbreaking encouraging residents outside the area to believe they could access the site from the privately owned Canada Hills Drive.
Kemp said the town as developer "bears the burden of acting to preserve the best interest of its citizens, especially those whose property may be affected," and to "respect the rights of adjacent and area property owners."

At the time, Edward Burrows, a Kemp Road resident and youth leader in the area, revealed that the condemned St Bede's graveyard was being used as a disposal site for human waste, while many residents were forced to use outside toilets because they lacked indoor plumbing.
The irate Kemp Road resident said many landlords that own homes in the area are not inspecting the living situation of their tenants.
At the Kemp Road Town meeting last week, Trade and Industry Minister, Leslie Miller said that amending the Rent Control Act would be an initial attempt to "do away" with outdoor housing facilities, and would allow citizens to live in an area of which they could be proud.

Kemp is on State highways 175 and 274 and Farm roads 1895 and 1391, near Cedar Creek Reservoir eight miles southeast of Kaufman in southeastern Kaufman County.
The community was named for Malvina Kemp Watkins, wife of John Marr Watkins, the first postmaster, and was officially established when the post office opened in 1851.
Kemp had a population of 1,184 and seventy-five businesses in 1990.

Kemp is a major-minor character (he's only in five or six scenes), but the scenes he's in are worth watching just for his outrageous accent and the sound effects made by his wooden arm.
