Ken-Marti Vaher ( 5 September 1974) is a leading member of the Estonian Res Publica party, and the former Estonian Minister of Justice.
Vaher, born in Tallinn in 1974, was educated at the University of Tartu, where he received a bachelors degree in law.
A carrier politician and civil servant Vaher served as Director of the State Audit Office as well as a member of the Tallinn City Council, before being appointed to the Minister of Justice position in the Juhan Parts government.

Vaher proposed to set up a system a couple weeks ago where the police would be responsible for meeting a system of annual quotas for busting crooked police workers.
I've been told by a former FBI officer living in Estonia that in the United States, there are similar quotas for internal investigations.

On 24 March 2005, Parts stepped down as Prime Minister after a vote of no confidence against Minister of Justice Ken-Marti Vaher had passed the Riigikogu.
Vaher had established a quota system of how many civil servants had to be prosecuted every year (per county), which is seen as reminiscent of Stalinist purges by many Estonians, a measure that Parts had endorsed.
Since then, and until the formation of a new government, with which President Arnold Rüütel has charged Minister of Economics and Reformierakond Chairman Andrus Ansip, Parts serves as acting Prime Minister.

The weekly newspaper, Eesti Express, which in my opinion has the best investigative writing in the country, broke a story a couple weeks ago that Justice Minister Ken-Marti Vaher had been fined dozens of times since 1997 for speeding and disregarding traffic signs, among other violations.
The first details the traffic travails of the Estonian Justice Minister Ken-Marti Vaher, detailed earlier on this blog.
Vaher had paid all the fines for his tickets over the years, and after letting him twist in the wind for a few days, Prime Minister Juhan Parts said that the speeding tickets weren't a firing offense.

ESTONIAN Prime Minister Juhan Parts said today he will stand down and dissolve the government after parliament passed a vote of no confidence in Justice Minister Ken-Marti Vaher.
There were no votes against and no abstentions in the vote of no confidence in Mr Vaher, who had proposed a controversial anti-graft plan which sets targets for the number of civil servants to be taken to court per year on corruption charges.
Mr Vaher said the vote against his draft anti-corruption plan was just a pretext for changing the tripartite coalition government.

The collapse of the government follows the passing by the Estonian parliament of a no confidence vote in Justice Minister Ken-Marti Vaher on 21 March by 54 votes to 101.
Mr Vaher is a member of Res Publica, as is the prime minister.
The no confidence vote came about after Mr Vaher had proposed introducing draconian anti-corruption laws which laid down quotas for the number of civil servants to be sacked and which were widely denounced as Stalinist, a serious accusation in a country which suffered mass arrests and deportations following Stalin’s invasion of Estonia in 1940.

The scandal surrounding Justice Minister Ken-Marti Vaher is one more case in point.
Vaher, a 30-year-old graduate of Tartu University - the best law school in Estonia - is one of the half a dozen young Res Publica members to market themselves as “The Unbribables” during the 2003 general elections.
One can only guess why the key politicians, who posed themselves as human rights crusaders after Vaher’s anti-corruption program received wide publicity last week and was criticized by some as being Stalin-like, didn’t speak out several months ago when the program was being shaped by experts.
