If the TTC had gone this route, trains to Keele at St. George and Woodbine at Bay would be on the same level, and passengers wouldn’t have to wait between levels in order to be sure to catch the first train to their destination.
This situation did not remain, however, as declining ridership and the cost of serving the low-density suburbs pushed the TTC into deficit, but even as the City was providing subsidy for the construction of the University subway, there was no pressure to move the Bloor line back onto Queen.

Toronto's first public transportation company was the Williams Omnibus Bus Line, which carried passengers in horse-drawn stagecoaches along Yonge Street between the St. Lawrence Market and the Village of Yorkville for sixpence in 1849.
The surface routes of the TTC include both buses and streetcars, but the latter are found no further north than St. Clair Avenue.
There are arguments over the reason why this is (one popular belief is that the TTC didn't want the Canadian Pacific Railway to operate steam locomotives through city streets).

Nobody wants a leather collegiate-style TTC jacket, shower radio, brass pin or a "woodyard jacket." The line would be cheaper to implement and much more profitable if it was pruned-down to essentials and well-managed on a design level, with a more daring aesthetic.
If you ended up making some, and were worried about the TTC getting their cut, you could always reserve a percentage for them and then make a show out of going to a station and donating it via a ticket collector.

Scarborough RT (TTC) - Wikipedia, the free encyclopedia
Internally, the TTC uses the name ‘rapid transit’ to refer to all four lines, which is often confusing to the general public.
The TTC had proposed to extend the Bloor-Danforth line using streetcars operating in a private right-of-way, but the ICTS system was used instead because the Province of Ontario agreed to pay a large portion of the costs.
Only a year after it opened, the TTC had to renovate its south-western terminus at Kennedy station, because the looped turnaround track, originally designed for streetcars under the earlier plan and not needed for the bi-directional ICTS trains, was causing derailments; it was replaced with a single terminal track.
