CSIndy: Your Turn (July 31, 2003)
The president is John F. Kennedy of course, and the moment captured in that film is one of the iconic events of the Cold War.
When Kennedy delivered his speech on June 26, 1963, the wall built by the East German government to divide the old German capital was just two years old.
What Kennedy had achieved was to cloak an unsatisfactory compromise in a symbol of defiance and solidarity that was to last for another 26 years until the wall finally came down.

 Germany Info: Government & Politics
Kennedy came to the divided city in 1963 to mark the day 15 years before on which the United States began the first flights of the Berlin Airlift or Luftbrücke, a response to the Soviet’s attempt, ultimately unsuccessful, to blockade the western sector.
In it, Kennedy marked “truth, justice and liberty” as the three pillars of the future of Berlin and strongly affirmed the necessity of reunification of the two Germanys within a united Europe.
Kennedy actually uttered the phrase twice, once at the beginning and once at the end of the speech, and it is the final statement, coming after an eloquent declaration of American solidarity with the people of Berlin, that still resonates:

 Heichler | I Remember...How Berlin Mourned John F. Kennedy
Gradually it began to dawn on us what John F. Kennedy had really meant to these people, and especially to the youth of Germany and the world, how to them he had been a symbol of hope — one leader, at last, in whom they dared to place their confidence and their faith.
Kennedy won not only the hearts of the Berliners; he managed also to charm the rather cynical, hard-bitten officers who had worked for two months to prepare every detail of his eight-hour triumph in Berlin.
