  Kenneth Harkness - Wikipedia, the free encyclopedia
Kenneth Harkness (1898–1972) was a chess organizer and a manager of the United States Chess Federation.
He was responsible for bringing Swiss system tournaments to the United States, and also introduced the Harkness rating system, which was a precursor to the Elo rating system.
Harkness co-authored a book, An Invitation to Chess with Irving Chernev, as well as being responsible for a number of the first American chess rulebooks.

The USCF used a numerical ratings system, devised by Kenneth Harkness, to allow members to track their individual progress in terms other than tournament wins and losses.
The Harkness system was reasonably fair, but in some circumstances gave rise to ratings which many observers considered inaccurate.
With the aid of a pocket calculator, an informed chess competitor can calculate to within one point what his next officially published rating will be, which helps promote a perception that the ratings are fair.

The Harkness system was reasonably fair, but in some circumstances gave rise to substantially inaccurate ratings.
Given this mathematical model of chess play, the aim of the Elo rating was an attempt to estimate that mean value for each player, by considering the observable data of wins, losses and draws.
The USCF implemented Elo's suggestions in 1960, and the system quickly gained recognition as being more fair and accurate than the Harkness system.
