Topic: Kenneth Maxwell

What triggered Maxwell's resignation was a smoldering exchange with Rogers in Foreign Affairs--an exchange, Maxwell insists, that was abruptly curtailed after Kissinger applied direct and indirect pressure on the editor of the journal, James Hoge.
That Maxwell's document should carry the imprimatur of the Rockefeller Center at Harvard is an exquisite coincidence, since David Rockefeller himself was chairman of the council's board from 1970 to 1985.
Maxwell's review of Kornbluh's book, "The Other 9/11: The United States and Chile, 1973," was not a fiery polemic but a measured assessment of US intervention in Chile in the early 1970s.

Maxwell had revisited a bitter debate, still red-hot after three decades, about Chile and Kissinger and the depth of U.S. involvement in the fall of one regime and the rise of another.
And Maxwell is not alone in his belief, for Kissinger, a Nobel Peace Prize winner, is known for hitting back at critics, for staunchly policing his image.
Maxwell awoke that December morning and realized Kissinger was among the giants in his dream.

 A Plot Thickens
Maxwell recounts all this in his review, which tracks closely with the 1975 report of the Senate Select Committee to Study Government Operations With Respect to Intelligence Activities, commonly known as the Church Committee, after its chair, Frank Church, the late Democratic senator from Idaho.
Maxwell's rendering of the Sept. 11, 1973, coup that finally did take down Allende also tracks the Church Committee findings: The United States was aware of a coup plan, had encouraged a coup and created a climate for it.
Maxwell claims that Hoge told him he was under intense pressure from Kissinger and that Greenberg had called and swore at him for a half-hour.

Now, in the saga's latest chapter, Maxwell has just released a 13,000-word paper on the affair, in which he charges Foreign Affairs with "manipulation of the historical record" (the paper is online at http://drclas.fas.harvard.edu/).
Maxwell wrote that the CIA "knew about, approved of, and had even assisted in planning" the kidnapping.
In his reply, Maxwell reiterated forcefully that Latelier's murder "was a tragedy that might have been prevented." The next issue contained another letter from Rogers, calling Maxwell's arguments "outrageous" and accusing him of "bias" -- but there was no reply from Maxwell.

 The Maxwell Affair
Maxwell's review, "The Other 9/11: The United States and Chile, 1973," was not a slashing polemic but a measured essay on American intervention in Chile in the 1970s.
Maxwell expressed certain reservations about The Pinochet File, yet acknowledged that Kornbluh had assembled a dossier that "significantly amplifies" our historical knowledge of the campaign against President Salvador Allende, who was overthrown by a military coup on September 11, 1973.
Maxwell's essay prompted a smoldering letter to the editor from Rogers, who worked under Kissinger at the State Department from 1974 to 1977 and is currently vice chair of Kissinger Associates.

Henry Kissinger - Wikipedia, the free encyclopedia
Kenneth Maxwell's review of Peter Kornbluh's book The Pinochet File: A Declassified Dossier on Atrocity and Accountability, in Foreign Affairs November/December 2003, pinpointed Kissinger's influence in Operation Condor.
Kenneth Maxwell's review, in Foreign Affairs November/December 2003, of Peter Kornbluh's book The Pinochet File: A Declassified Dossier on Atrocity and Accountability, discussed Kissinger's relationship with Augusto Pinochet's regime, in particular concerning operation Condor and Orlando Letelier's assassination, in Washington, D.C., in 1976.
In 2002, during a brief visit to the UK, a petition for Kissinger's arrest was filed by the High Court in London based on Indochinese civilian casualties and environmental damage resulting from U.S. bombing campaigns in North Vietnam and Cambodia in the period between 1969 and 1975.

Because I think a lot of it depends…I mean, not a lot of it…a part of it is that there are two sides to the equation, and it depends a lot on how the US actually responds.

 Chile and Operation Condor
Washington D.C. June 10: Despite denials by the office of former Secretary of State Henry Kissinger, the argument advanced by Council on Foreign Relations Latin American specialist Kenneth Maxwell that the September 1976 car-bombing in Washington D.C. might have been prevented is bolstered by declassified documents posted today by the National Security Archive.
The documents are among the evidence that Maxwell, the director of the Council's Latin American program and senior reviewer for its journal, Foreign Affairs, used in a rebuttal to a letter from Henry Kissinger's former assistant secretary of State, William D. Rogers, which appeared in the March/April issue of Foreign Affairs.
Maxwell suggests that the timing of this cable, sent only eighteen hours before Letelier's car was blown up in downtown Washington, was "a cruel coincidence." No one argues that the cable indicates complicity by any U.S. official in Letelier's death; Rogers' inference to that effect is absurd and a red herring.
