		Northern Ontario's problem of youth out migration and an aging population is nothing new, but the findings are now quantified with the release of 10 studies by the Northern Ontario Training Boards.
		The situation is not quite as dire in Kenora where only 10.7 per cent of the population is over 65, compared with the regional average of 14.6 per cent.
		The study also showed that in northern Ontario women were under represented in the work force and had a lower of self-employment compared with the rest of the province.

	Harbourfest Kenora Ontario
		Harbourfest began in 1992, when representatives from the Kenora and District Chamber of Commerce and Kenora's CJBN-TV attended a meeting at the Kenora Recreation Centre, where the guest speaker was Gordon Blake, Community Advisor for Canada 125.
		In April, 1992, the new Harbourfest Committee sent a letter to the Kenora District Chamber of Commerce noting that 1992 also marked the 25th birthday of Kenora's famous symbol, Husky the Muskie.
		This occasion offered a strong local focus for a community event, so the Kenora and District Chamber of Commerce and CJBN-TV agreed to co-sponsor a large-scale community festival celebrating both the 125th birthday of Canada and the 25th birthday of Husky the Muskie.

	Kenora District
		The Kenora district boarders Manitoba and is the largest district for Northestern Ontario.
		Kenora is the largest municipality of the district and is known for it's service industries, Red Lake and Ear Falls are both mining communities, Ignace's main industry is transportation and Dryden is well known for it's pulp and paper.

		The Toronto District School Board this month approved a survey that will ask all 270,000 students next fall to state their racial background as well as their parents' occupation and educational level.
		From the start, Kenora's landmark experiment in race-based statistics — which educators prefer to call "self-identification" — was done with the full co-operation of First Nations communities as a way to monitor which programs help narrow the achievement gap between native and non-native children.
		With the first batch of data, educators now know that exactly 33 per cent of the public board's students and 23 per cent of the Catholic students are from First Nations, with more clustered in the younger grades, which tells them the native population is on the rise.
